01 Project location 

Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone is located in the west side of Shekou Peninsula in the west of Shenzhen City, Guangdong Province, on the east bank of the Pearl River Estuary, and at the intersection of the main axis of regional economic development of the Pearl River Delta and the coastal function expansion belt. It is adjacent to Hong Kong and Macao.Linhai Qianwan River Bridge (No. 1 Landscape Bridge) is located at the junction of Qianwan and Mawan areas in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, connecting the planned coastal roads.

02 Project Overview

Total length of 200 meters (including a bridge length of 187 meters), red-line width of 54 meters, designated as a city main road with eight lanes in each direction, and a design speed of 50 km/h.

Construction includes: bridge engineering, pipeline engineering, landscaping, electrical lighting, traffic facilitation, soil and water conservation projects.The total investment of the project is about RMB 392 million, and the source of funds is government funds.

03 Project Positioning

Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone is located in the core area of "Qianhai Center", which is one of the "dual centers" of Shenzhen city, and its functions are positioned as: Shenzhen-Hong Kong Cooperation Pilot Zone, Institutional Mechanism Innovation Zone, Modern Service Industry Clustering Zone, and Structural Adjustment Zone. It will focus on the development of six major areas: innovative finance, modern logistics, headquarters economy, technology and professional services, communication and media services, and business services. According to the Detailed Planning of Railway and Road Traffic in Qianhai Shenzhen-Hong Kong Cooperation Area, a backbone road network system consisting of "one expressway, three fast roads, eight main roads, and eleven branch roads" and underground roads, forming a "fan-shaped + grid" structure consisting of "six vertical and seventeen horizontal roads". The Linhai Qianwan River Bridge (No.1 Landscape Bridge) Project is a node project on Linhai Avenue, crossing the Qianwan River. Linhai Avenue is planned as an urban trunk road with a design speed of 50 km/h and eight lanes in both directions. The Linhai Qianwan River Bridge (No.1 Landscape Bridge) Project can improve the existing road transportation network and promote transportation development.

04 Scope of Tender

The scope of tender includes but is not limited to the preparation of the project feasibility study report, schematic design (including cost estimation), application of BIM technology at the scheme stage among others.

05 Method of Tender

The project adopts an "open bidding" procedure, which is divided into prequalification stage and bidding stage. Please refer to prequalification documents for details.

06 Prequalification conditions

(1) If registered within the People's Republic of China, must have Grade A or higher professional qualifications in municipal engineering design (bridge engineering). If registered outside the People's Republic of China, must possess a design license issued by the competent government authorities (or relevant industry organizations) of the country or region, or be a recommended member of the architectural design industry association (or organization) of that country or region.
(2) Application as a joint group is not allowed in this tender project.
(3) The project manager (one person) must have a first-class registered structural engineer qualification or a senior engineer title or higher in bridge-related specialties.

Notes:
① Professional institutions from Hong Kong must provide a practice record certificate for the engineering construction field, issued by the Qianhai Authority. Likewise, professional individuals from Hong Kong are required to provide a relevant practice record certificate for the engineering construction field, also issued by the Qianhai Authority;
② There are no qualification requirements for project managers who are foreign professionals outside the People's Republic of China.

07 Tender controlling price

The tender controlling price of this project is set at RMB 3,661,600.

08 Compensation for bid loss

Compensation for bid loss . Image

1. Payment of compensation for bid loss and related fees. The substandard compensation for this tender shall be paid in RMB, including tax. The tenderers shall provide the payment request information as required by the tenderee. And the substandard compensation shall be paid by the tenderee.

2. The applicants must complete the formal bidding process of the project in accordance with the requirements of tender document and pass the review of the bid review committee before receiving the substandard compensation, otherwise no compensation will be given.
